Taiwan AI Labs was founded in 2017 by Ethan Tu (杜奕瑾) — the creator of PTT, Taiwan's largest internet forum and the rough equivalent of Reddit — who had spent years as a Research Director at Microsoft's Natural Language Processing division before returning to Taiwan with a specific mission. The lab is Asia's first non-profit open AI research institution, headquartered in Taipei, and occupies a singular position in the global AI landscape precisely because of where it sits geographically and politically.

The organization's annual revenue is approximately $3 million USD (2025), supplemented by government research grants. Taiwan's government has signaled its intent to scale this investment substantially, with plans for a NT$31 billion AI fund taking shape for 2026 — a number that reflects how seriously Taipei views sovereign AI capability as strategic infrastructure.

The core mission is straightforward but demanding: build sovereign AI infrastructure for Taiwan. That means owning the full stack — compute, data, model, and safety — rather than outsourcing any layer to foreign providers. This is not an abstract policy preference. Taiwan sits at the crossroads of the US-China technology competition more acutely than almost any other territory on earth. Depending on American commercial AI companies means Taiwan's most sensitive government and medical data flows through systems built and controlled in the United States. Depending on Chinese AI means something far worse. Taiwan AI Labs represents a deliberate choice to build a third option.

That third path involves training large language models specifically on Traditional Chinese corpora, deploying federated learning systems in hospitals and government agencies so data never leaves the island, building defenses against cognitive warfare and disinformation targeting Taiwan's democratic institutions, and working with the government to establish a model for AI adoption that does not compromise national security. It is slow, expensive, and unglamorous work — which is exactly why a non-profit with a mission-oriented founder rather than a venture-backed startup is doing it.
